Understanding Philippine Holidays
The Philippines observes three categories of officially recognized non-ordinary days: regular holidays, special non-working days, and special working days. Each category has different implications for employees, especially for pay computation. These categories are set every year by Presidential Proclamation, with the 2026 list issued through Proclamation No. 1006, s. 2025 on September 3, 2025.
On a regular holiday such as Christmas Day, Independence Day, or Bonifacio Day, employees are entitled to receive their full daily wage even if they do not report to work, as long as they were present or on leave with pay the workday before the holiday. Those who work receive double pay (200% of their daily wage), or 260% if it also falls on their rest day. This is one of the strongest worker protections under the Philippine Labor Code.
On a special non-working daysuch as Ninoy Aquino Day, All Saints' Day, or Chinese New Year, the “no work, no pay” principle applies unless company policy or a collective bargaining agreement says otherwise. Employees who do work earn 130% of their daily wage, or 150% if it falls on their rest day.
A special working day like the EDSA People Power Revolution Anniversary on February 25, 2026, is treated as an ordinary working day: there is no premium pay for working, but private establishments can still choose to close or pay extra.
